1. The annual St Amant High Drill Meet will be held at St Amant High School on Saturday, November 3, 2007. All information on the meet is available from our meet web site, www.stamantnjrotc.org. Up dates will be posted to this site as they occur. The judge grading forms for each event have been incorporated into a single spreadsheet for each school. At the end of the meet, participating schools will be e-mailed a copy of their complete meet results.
2. The meet will run along the same guidelines as any Area 08 meet. We will use the Drill Cards and grading criteria from the Navy Nationals/NJROTC Area 8 Meet. Judges will be provided by local military recruiters, reservists, Southern University Midshipmen and Athletic Coaches from St Amant High School. Point totals for each event are as follows:
a. Personnel Inspection (1500 pts)
b. Armed Drill – Basic (400 pts)
c. Armed Drill – Exhibition (400 pts)
d. Unarmed Drill – Basic (400 pts)
e. Unarmed Drill – Exhibition (400 pts)
f. Color Guard – (400 pts)
g. Physical Fitness – (1000 pts)
h. Academic Test – (0 pts – exhibition only)
i. Tug of War – (0 pts – exhibition only)
j. Knock out Drill – (0 pts – exhibition only)
3. The cadet uniform for the meet will be the Summer White for NJROTC units and the appropriate uniform for Air Force and Marine units. All instructors and cadet spectator’s are required to be in uniform, matching unit shirts and slacks or unit P.T. gear.
4. All JROTC instructors will verify that all competitors are in the JROTC course of instruction at their school for the current school year, and that all competitors are fully eligible for interscholastic competition in accordance with applicable school, district and state regulations.
5. In-Brief: The field meet will begin with an in brief for judges at 0700 in the NJROTC classroom 712. An instructor from each school is encouraged to attend. For those schools that do not attend the brief, it is requested that an instructor see Capt Dennis Beaver upon arrival to get specific updated meet information. A Gator cadet will be assigned to each school to assist them in making their participation in the meet run smooth.
6. Order of Battle: The order of battle/schedule of events will be published no later than the Monday prior to the Drill Meet. It will be e-mailed to each school and posted on the Gator web site. Consideration will be given for drill-meet-day distance of travel.
7. Schedule: The schedule will follow the “Order of Battle.” The first competitive event (academic test) will commence at 0800. The first event for units not participating in the Academic test will be the Personnel Inspection which will begin at 0900. The start times for the personnel inspection and the academic test, will be the only hard times. Once a school starts the meet they should adhere to the schedule as closely as possible, however if an opportunity presents itself to complete an event early - just do it! School are not permitted to delay their start times to rearrange their competition times (gamesmanship).
8. Inclement Weather: The weather will be fine. But, in the event of inclement weather, events will be modified based on the weather conditions and Stationary Drill cards for Armed and Unarmed Basic drill will be used. If it is only drizzling, then on with the show. If there is heavy rain and lightning, then that is inclement weather. Enclosures (4) & (5) were developed by Master Gunnery Sergeant Wiggins and will be used as the inclement weather drill cards for the St Amant Meet. A separate judges score card will be developed for the two inclement weather drill cards. The following inclement weather procedure will be implemented as follows:
a. Running events may be cancelled.
b. Exhibition for both drill teams are cancelled.
c. Color Guard will be held in the commons/cafeteria area of the main building.
d. The Stationary Drill will replace basic drill and will be held in the big gym. (Note: Stationary Drill cards are provided in this LOI. They must be memorized.)
e. Personnel inspection will be held in the commons/cafeteria area of the main building.
9. List of Events/Locations: Under normal conditions, listed below are the events and their locations:
a. Academic Testing (exhibition event)– The academic testing will be held in our main building, in the Commons/Cafeteria area.
b. Personnel Inspection – The personnel Inspection will be outside on the south end of the track in the high jump area.
c. Basic/Exhibition Drill and Color Guard – All Drill competition will be held on the St Amant practice football field, west of Hwy 431.
d. Push-ups/Curl-ups will be held – On the carpeted area of the track.
e. Pull-ups/Flex Arm hang will be held – in the area adjacent to the weight room, between the weight room and field house.
f. 800 run will be held on the NJROTC field. The field is uneven terrain and is one lap of the complex. It is a single loop course. See our web site and the Lay out of complex page for details.
g. Knock Out Drill (exhibition event)- Knock Out Drill is free to all cadets and will be conducted on the football field while final grades and standings are being tabulated.
h. Tug-of-War (exhibition event)- will be held on the NJROTC field and will precede the knock out drill.
i. For the location of each event consult our web site and the Lay our of Facility web page.
10. Regulations: The meet will be based on the current rules for the NJROTC national competition, reference (c). These rules and score sheets may be viewed, downloaded, and printed from the NJROTC Nationals web site: http://www.thenationals.net/navynats.htm. Procedures and specific details not covered within this S.O.P. or reference (c), will be governed by references (a) and (b). The following modifications will be made to the nationals’ rules and procedures for this meet:
a. Platoon Basic Drill (Armed and Unarmed) team must consist of a platoon commander, guide, and a minimum of 9 cadets (and a maximum of 12 cadets) in ranks. There will be a 25 point penalty per missing cadet.
b. Platoon Exhibition Drill (Armed and Unarmed) team must consist of a platoon commander plus a minimum of 9 cadets in ranks. No maximum and a guide may be used. There will be a 25 point penalty per missing cadet.
c. Drill events will be held outside. Drill areas will be sized and have entry/exit point in accordance with the Navy nationals rules. There will be at least two drill areas. Three judges are planned for each drill event, if additional judges are available, we will increase the number of drill areas appropriately. WE ARE USING THE 2007 NAVY NATIONALS DRILL CARDS.
d. Physical fitness teams will normally consist of 8 male and 4 female members. Only schools with all male populations can enter an all male team. The PT Events Points Chart accommodates male or female entrants. The sliding scale is gender specific, and available here.
11. Instructors from
each unit will be responsible for the following:
a. Enclosure (1) must be mailed, e-mailed or called in to St Amant High School NJROTC by 10 January 2006.
b. Standard Release forms (reference (a)) must be completed for each participating NJROTC cadet. Units must have these Standard Release Forms and current Health Risk Screening on file at their units in the event of cadet injury or illness.
c. Send the entry fee of $100.00 checks payable to “St Amant High School.”
d. Ensure that all cadets comply with uniform requirements and behavior standards.
12. Hotels: The campus is in close proximity (5 miles) to a limited number of hotels. The following hotels are listed for your convenience: Holiday Inn Gonzales – 1500 W. HWY 30, 800-246-8357 or 800-470-3431

13. There is no maximum number of cadets a school can bring. There is a maximum number of competitors (42). All competitors (including academic test, tug of war and physical fitness) must stand the personnel inspection.
14. Scores: Scores will not be posted; however, instructors may review score sheets of their school. No instructors or cadets will be allowed to enter the scoring room. Each school will get a package upon departing containing score sheets and overall standings. A final team spreadsheet and meet spreadsheet will be e-mailed to each school during the week following the meet. Results will also be posted on www.stamantnjrotc.org.
15. Protests: Judges will notify team commanders when penalties (other than missing cadets in drill) are imposed. Protests will only be made by the unit’s instructors. Protests are to be made to Captain Beaver or MSgt Phil Daily. Protests must be made within 15 minutes after the event is completed. A team may only protest its own penalties and not the Judges evaluation or their performance nor the score of another school.
16. Awards: The awards ceremony will take place as soon as possible. Cadets should be in uniform or unit PT gear for the award ceremony.
17. Safety: Safety of cadets, judges and spectators is paramount. Blind, over the back, and no look rifle or guide-on tosses are not allowed. Cadets will not stand on rifles, poles, or other cadets. Any routines that look unsafe will be stopped immediately and the competing team will receive no points for that event.
18. Training Time Out (TTO): Training Time Out (TTO) is a safety procedure that allows students and instructors concerned for their personal safety or the safety of others to stop an evolution, correct the discrepancy, and continue training. The TTO procedure will be implemented as follows:
a. All Senior Naval Science Instructors, and Naval Science Instructors, will brief their students, and chaperones on the TTO policy and procedures prior to the day’s events.
b. A TTO shall be called in any situation where a student or staff member expresses concern for personal safety or requests clarification of procedures or requirements. TTO shall also be called when a student requires assistance due to experiencing pain, heat stress, or any other serious physical discomfort.
c. Should a TTO be called, the situation will be examined and assistance rendered as necessary to rectify the situation. Upon completion of such actions, a safe resumption of the Field Meet will take place as allowed by the concurrence of the Senior Naval Science Instructor from St Amant High School, CAPT Dennis Beaver.
19. Directions – are available on www.stamantnjrotc.org from New Orleans, Hammond and Baton Rouge. All school should be able to use one of these sets of directions to get to St Amant High School. If all else fails use Yahoo, Maps.
20. Concessions - a full line of drinks, snacks, burgers, dogs and jambalaya will be available from the NRJOTC Booster Club.
21. Sportsmanship: The highest level of sportsmanship is required of everyone at the competition. The instructor(s) of the competing schools are responsible for the behavior of the participating cadets, spectator cadets, chaperones, and spectator adults from the unit. Unsportsmanlike behavior by anyone from a unit is grounds for disqualification of the unit from the entire meet. Any unit disqualified forfeits all trophies and medals. The instructor(s) are responsible for briefing all attendees on the required standards of behavior.

AGREEMENT OF INDEMNITY
WHEREAS the NJROTC Unit, St Amant High School hereinafter called Indemnities, have agreed to sponsor the Naval Junior Reserve Officer’s Training Corps Field Meet to be held January 27, 2007 at St Amant High School, in St Amant, LA and to permit

to participate in said Field Meet and to use various buildings, parking facilities, transportation equipment, athletic fields, gymnasiums, etc., at St Amant High School.

Indemnities free from any and all claims whatsoever arising out of the use of the above detailed facilities or any other facilities at St Amant High School.
NOW, THEREFORE, in consideration of the aforementioned action by Indemnities, the above named Parent or Guardian indemnifies indemnities and holds them, their agents, and instrumentalities, employees and successors harmless from any and all torts, claims, loss, damage, injury or other casualty, whatsoever to the above named cadet or to any other party, person or property, caused or occasioned by the use of any such facilities or equipment or in transporting any persons to or from the said facilities, whether due to imperfection in said facilities or equipment, negligence of Indemnity, or other person or party, or for any other cause.
The action of the Indemnities is allowing the above named cadet to participate in the NJROTC Field Meet and to use the facilities shall signify acceptance of this offer of indemnity.
It is also certified that the above named cadet is fully covered by valid school or personal insurance program for any and all injuries that could result from the activities and events of this Field Meet.

General Meet/Drill Performance Regulations/Reminders
- All cadets participating in any event must stand Personnel Inspection.
- Name tags and all ribbons earned shall be worn, however may be removed for Color Guard or Exhibition Drill. No Medals to be worn.
- The standard cadence for Platoon Basic and Color Guard Drill is 112 to 120 steps per minute. In all other facets of the event, cadence is left up to the discretion of the performing team.
- 5 point penalty for each added command.
- 5 point penalty for each Boundary violation.
- Armed team Cadet Commander must carry a rifle or sword.
- Unarmed Commanders may NOT carry a rifle or sword.
- Cadet Commander waits for “UP command from Head Judge after all GREYED, BOLD UPPERCASE COMANDS.
- Failure to wait for the required “UP command from the Head Judge will result in a 5-point per occurrence penalty.
- No time limit for Basic.
- Armed and Unarmed Exhibition 6 to 9 minutes. 1 point penalty for each second over or under time.
- All performances officially begin along with event timing when the first cadet of the competing unit crosses the drill area entry point and it ends when the last cadet crosses the exit point.
- Dropped rifles – Within the Armed Platoon Exhibition event, a penalty is assessed for each occurrence of a dropped drill rifle. The first occurrence is -10 points with all subsequent drops penalized -25 points.
- Drill areas are: Basic = 85’ X 85’; Exhibition 85’ X 70’; Color Guard = 75’ X 75’ with an entrance and exit of 25’ center on sides.
- No flipping or tossing of the sword in any manner!
- Traditional military sounds are allowed by cadet commanders to keep cadets in step.
- Color Guard may wear guard belts and combination covers.
- Color Guard may use 9 ˝’ wooden poles with battle ax and 5X7 flags (which you can’t get they come 5X8) or 8’ wooden poles with spear and 3X5 flags. No metal poles allowed. Black JUMS slings must be used.
